One of my buddies just bought a 2000 Z28 and said it was tuned by HP Tuners and that he has the cable for it. My question is, can I use this cable on my 2000 3.8L as long as I get the software for the 3.8L?

what linxs says

you might be able to read dtc codes and use the scanner a tad but i know you wont be able to edit your tune.

If you add the 00 V6 f-body support to his cable you will be able to use it to tune your vehicle.

You can used the scanner software. But you would have to send in the cable to get your v6 added. For a charge...

I would wait as long as you can before doing that though. I feel (meaning my personal opinion) the v6 fbody pcm tuning software out there right now currently is lacking.

Slight correction ... it's a software upgrade only... no need to send the cable in... I believe it'd be 199 to add another license to the cable (assuming he has less than 4 licenses right now)... the update will then be available pretty quickly on the HP Tuners web page (under customer login)
